Burleson was born in Canada’s Calgary, Alberta. Al Burleson, his father, was a defensive back with the Calgary Stampeders at the time in the Canadian Football League (CFL). He was raised in a close-knit, successful sporting family.

He represented the University of Nevada, Reno, in collegiate football. He had 138 receptions in the 2002 season, which is the second-highest total in NCAA history. He topped the NCAA in both receiving yards and receptions per game during his final year. He made a total of 248 receptions for 3,293 yards and 22 touchdowns while he was a student at Nevada.
