He is the son of Edward, a Baltimore City fireman, and Virginia Bolton, a housewife. He grew up in the Yale Heights neighborhood and won a scholarship to the McDonogh School, from which he graduated in 1966. He then ran the school’s campaign “Students from Goldwater” in 1964.

In 1970, he graduated from the Yale University and earned a Bachelor of Arts alongside a summa cum laude. The following year, he joined the Yale Law School from which he earned a Juris Doctor in 1974. Just a few months after his graduation, he began working as an attorney at the Washington D.C. office of Covington and Burling. He spent the next few years aligning himself with the likes of Roger Lerner, Robert McManus, and Charles Reed before he eventually began working for the Presidents Ronald Reagan and George H.W. Bush.
